Draft Hurstville LEP (Hurstville City Centre) 2011

Hurstville City Council is engaged in a long term project to enhance Hurstville CBD’s public infrastructure and amenity and further the City's status as southern Sydney's regional centre. 

To this end, Council is carrying out a major review of the planning controls in the Hurstville City Centre.

Hurstville City Centre Concept Masterplan 2004 - Laying foundations

Council is committed to improving our City Centre and boosting its reputation as a destination of choice, and adopted the Hurstville City Centre Masterplan in December 2004. The Masterplan was developed in collaboration with the former NSW Government architect Mr Chris Johnson, and contains design principles to improve the amenity of the City and reinforce its role as a regional centre for the St George Region.

The Masterplan identified a need for subsequent investigation and studies to further develop and implement its principles and this work is being undertaken as part of reviewing and developing new planning controls for the City Centre.

Hurstville City Centre Project – Looking forward

Council is currently preparing a new suite of planning controls for the Hurstville City Centre. The planning controls include a new City Centre LEP, a new City Centre DCP, and an update to the City Centre Masterplan 2004.

The new planning controls will ensure that the City Centre is informed by the principles in the Masterplan 2004. It will also strengthen Hurstville City’s position as a strategic Major Centre, in line with objectives and targets in the NSW Government’s Metropolitan Plan for Sydney and Draft South Subregional Strategy.

The City Centre DCP will replace DCP No. 2 - Hurstville City Centre, and form part of DCP No. 1 - LGA Wide, which contains broad ranging general development controls, landuse specific controls and place specific controls.

History

Council resolved to prepare the new City Centre DCP, a draft amendment to Hurstville LEP 1994 and an update to the Masterplan 2004, on 25 March 2009.

After considerable urban design and review work, Council resolved to forward the draft Hurstville LEP (Hurstville City Centre) 2010 to the Department of Planning and Infrastructure on 18 August 2010, accompanied by a request that it be endorsed for public exhibition.

Transport Management and Accessibility Plan (TMAP) study

Council made a submission seeking funding assistance from the NSW Department of Planning and Infrastructure (DP&I) under the LEP Acceleration Fund for preparing the Transport Management and Accessibility Plan (TMAP) and the DP&I have offered funding subject to conditions.

Council at its meeting on 30 November 2011 resolved to commence the preparation of a TMAP and accept the funding offer of up to $200,000 under the DP&I’s LEP Acceleration Fund for the draft Hurstville Local Environmental Plan (Hurstville City Centre) 2011. The anticipated timing for the TMAP study to be finalised is 12 months.

Timelines

Council at its meeting on 27 July 2011 resolved to write to the NSW Department of Planning and Infrastructure (DoPI) seeking approval to publicly exhibit the draft Hurstville LEP (Hurstville City Centre) 2010 and agree that the public exhibition occur at the same time as the draft Hurstville LEP 2011. Council also resolved to commence the preparation of a TMAP for the draft Hurstville LEP (Hurstville City Centre) 2010 at the same time as the public exhibitions.

The Department issued a Gateway Determination to permit the formal public exhibition of the draft HCCLEP 2011 on 23 November 2011. The timeframe in the Determination for completing the draft HCCLEP 2011 is 18 months, ie 30 May 2013.  This will allow the TMAP study to be finalised and its findings addressed in the draft HCCLEP 2011, prior to finalisation of the draft Plan by Council.

Council at its meeting on 30 November 2011 considered a report on the draft HCCLEP 2011 along with a report on the draft Hurstville LEP 2011 and resolved to endorse both draft LEPs for public exhibition for a period of no less than twenty eight (28) days.

Public Exhibition of draft Hurstville Local Environmental Plan (Hurstville City Centre) 2011

Hurstville City Council exhibited the draft Hurstville Local Environmental Plan (Hurstville City Centre) 2011 (draft Plan) from 23 January to 29 February 2012. To view the documentation that was part of the exhibition process see Exhibition Folder 1.

All submissions received as part of the public exhibition will be reviewed and reported to Council as part of the LEP process. The anticipated timeframe for the completion of the draft Plan is 30 May 2013. This will allow the TMAP study to be finalised and it's findings addressed in the draft Plan.
