Housing NSW Social Housing Projects
On 17 June 2009 a report (PPE014-09) was provided to Council's Policy, Planning and Environment Committee detailing the commencement of Housing NSW's social housing projects. These projects are being funded through the Nation Building Economic Stimulus Package.
Housing NSW have currently identified 8 potential development sites in the Hurstville Local Government Area, which they propose to develop. These sites are all owned by Housing NSW.
In accordance with the Infrastructure SEPP, these will be residential developments for up to 20 dwellings on one consolidated site and no greater than 8.5 metres in height. Housing NSW anticipates that construction work on the first of these development sites will commence in late August 2009.
Housing NSW are not required to obtain development consent from Council for any of these projects and they will "self assess" the proposals under Part 5 Environmental assessment of the Environmental Planning and Assessment Act 1979.
Council has no involvement in the assessment, determination, building or certification of any of these projects. Further, Council has no powers to issue any orders upon Housing NSW without the consent of the Minister for Housing. Council has no power to challenge these developments.
Housing NSW have full responsibility for these projects.

Assessment
Housing NSW’s proposal is to carry out the development as required under State Environmental Planning Policy (Affordable Rental Housing) 2009 (AHSEPP). The proposed development is part of the Australian Government’s Nation Building Economic Stimulus Plan.
The development is proposed to be carried out as ‘development without consent’ under the provisions of Clause 40 of the AHSEPP. In accordance with Clause 40 (4) and 40 (5) of AHSEPP, Council is being given a 21-day notification period to make a formal submission regarding this development proposal.
To ensure a proper planning assessment of the proposal, Housing NSW has engaged independent specialist consultants to prepare an Environmental Impact Assessment (EIA) of the proposal, including a review of environmental factors, under Part 5 of the Environmental Planning and Assessment Act 1979 (EP&A Act). The development has been designed in consultation with Council.
